Ibanez, like a lot of guitar companies, don't make Guitars. They just design them and pay other companies to make them for them. So, with companies like that, it pays to research into which models get manufactured where.
As a general rule, any Ibanez Guitars made by the Fujigen company in Japan are considered the best to own (though the last one i got of them was a bit of a turkey). These often start with a "F" in the serial number.
Any of the Korean made Ibanez that started with the "C" for Cort or "W" for World manufacturing plants are next on the list, with the "W" being more sought after than the "C" ones, which seemed to have a higher number of defects.
These days, the none Prestige range are either made in Indonesia or China (not sure what the serial numbers start with, but i think the Indo stuff starts with an "I" and has the phrase "made in Indonesia" underneath it). This was in response to the global economic downturn. If they'd stayed with Cort or the World plants, they would of had to bump up the price of all their lower end Guitars by quite a bit.
I think most of the set neck and hollow body stuff is made in China and gets good reviews, with most of the solid body RG's and S's being made in Indonesia. The general consensus seems to be that the Indo necks are better than the previously Cort/World made ones (less sticky, with a satin finish), but the body work and routing is pretty much the same (Cort in particular were good at doing stunning finishings on the mid/high end Guitars).
So, if you can narrow down what particular models your looking at, we might be able to give a more detailed answer to your question.

As Wolfe says Ibanez do not make Guitars.
You will always pay a premium for the brand image.
As someone whose reputation is based on intense scrutiny of Guitars sold I have decided to focus on Cort Guitars largely because of the quality and link between Cort and so many of my recommendations in the past (G&L Tributes, Ibanez RG model, Tanglewood acoustics, Schecter models etc.). They are undeniably incredible Guitars at the price and genuinely standard setting as rule. Pound for pound you will find it hard to find a better guitar and yes they make some of the Ibanez models.
Wolfe has said his piece (again - very frustrating of course) and thought as always I would bring balance and genuine experience to the table rather than forum based gossip which clearly taints the true picture.
Best bet is to get out there and play some Ibanez Guitars and feel free to try the Cort brand who produce them too.

I have had the jem7vwh for 6 years and refuse to play anything other than this beautiful piece of craftsmanship. Not only is it the best looking guitar I have ever seen, but it is also the smoothest neck action I have ever played. The tone and the pickups make this guitar scream through my Marshall amp just like Stevie does. I have been able to reach speeds on riffs that I never thought possible. Now I know how it`s done. I can`t say enough about this perfect machine.

Hi, Until recently I have stuck with Fender & Gibson but have recently bought and Ibanez RG09 limited edition for £320 and think it is brilliant.
Tuning stability is amazing (better than my les paul which was more than 3 x the price!!) and have found the neck amazing. Feel this guitar has improved my playing and would highly recommend.
