Hi stickyfiddle. CD players that skip or have problems reading usually only require a quick fix solution. Firstly, try cleaning the lense, either with a cleaner disc or a camera lens cloth with alcohol. If this doesn't work check the belt for dirt/damage (they can lose their elasticity over time), use tweesers or something other than greasy fingers. Clean with alcohol/lint free cloth, or replace. You can actually use a normal elastic band if you have one that is tight enough to offer sufficient grip, but these will generally perish quicker than a proper replacement from maplin or some such place. Lastly, if all else fails, look for a potentiometer on small circuit board on or near the motor that drives the read head. Mark it's current position with a marker, make a small adjustment (<30deg) and try playing again, if it's a little better you know you're getting close, press stop and adjust again. If it's worse, go back in the other direction, you should in no time at all have you player tuned perfectly.
