Try not to lay the very front of your finger on the strings (so that the finger has to be perfectly straight). Instead, roll the finger over onto it's side slightly, allowing it to bend slightly at the joint (more comfortable). This way, it's the harder bone in the joint that tends to rest on G/D string, instead of the soft fleshy underside of the finger that can cause the string not to press down firmly.
You could use the soft part if you like, but it wont work too well until your skin hardens up (the strings just sink into the flesh and don't get pressed down onto the fret).
And yes, the setup could be a problem too. If the string action is too high on the guitar, you have to push that much harder to get the strings down onto the frets. And that includes the fleshy parts of the finger when doing a barre chord.

I am sure if your playing a barre chord the G string is fretted with your middle finger not your 1st.You could be muting the G with your pinky??
I could never get the B string to ring so now i just play with the thumb over the top for the root note on the 6th string barre chords with first finger barre on high E and B.

That would depend on what chord you're playing. A standard G minor shape would use the middle finger for the barre.
Those thumb-over chords are great in context, but you can't do many dims and augs with it. Barre chords are tough to begin with, but an essential part of playing guitar.

And yes, the setup could be a problem too. If the string action is too high on the guitar, you have to push that much harder to get the strings down onto the frets.
This is possible, but if you're a beginner just getting to grips with barre chords, I'm afraid to say that the fault (for want of a better word...) probably lies with you.
As long as the tops of the frets are level (no dents or dips) and the strings are no more than a few millimetres above the tops of the frets, the guitar is probably fine.
Wolfe's advice is good- there's a small amount of hardening of your skin involved, but it's more about learning to position your fingers correctly. The "thumb-over-the-top" method is an acceptable alternative too...

Try this one... You can move the shape along the neck. The root note being the note played by the first finger.
First finger on the low E string at the second fret. Then put your second finger on the A string at the fourth fret and finally the little finger on the D string at the sixth fret and only play the from the Low E (now F#) down to the D string.
It will test your patience but you will also get a wider stretch making other Barre chords easier.
