There are programmable boards available where any order and combination of ordinary stomp boxes can be programmed in, but they're usually custom-order jobbies and very expensive.

The only reason I'd usually put noise suppression after delays and reverbs is that some of the older vintage analogue pedals are the worst offenders for creating background noise
